Yes. You can buy a used car in Texas with a driver’s license from another state. No Texas law says you need a Texas license to buy a car. The license matters for two other things: driving the car and registering it.
This guide explains how it works if you live in another state. It also covers people who just moved to Texas. We’ll walk through the plates, the paperwork, insurance, and taxes. You’ll know what to bring before you visit a lot.
Buying vs. Driving: Two Different Rules
Buying a car is a contract. You agree on a price, sign papers, and pay. Any adult can do that with a valid photo ID. A dealer will usually ask for your license to confirm who you are.
Driving is a separate question. Texas Transportation Code Section 521.021 says you can’t drive on a Texas road without a valid license. A valid license from another state counts for visitors. So you can drive your new car home with it.
You also need insurance. Section 601.051 says you can’t drive a car in Texas without proof of financial responsibility. For most buyers, that means a liability policy. Set it up before you pick up the car.
If You Live in Another State
Plenty of buyers cross the state line for the right car. Here’s what to expect.
Plates for out-of-state buyers
Texas changed its plate rules on July 1, 2025. Paper temporary tags went away. Dealers now use metal plates for most sales.
TxDMV lists a special plate for this case. It’s called the Out-of-State Buyer plate. It’s a one-time plate for cars sold to people who live in another state. It lets you drive home legally. Then you register the car where you live.
TxDMV’s dealer guide says the dealer collects a $10 metal plate fee for these plates. The dealer can’t charge more than $10 for the plate.
Registering in your home state
You’ll title and register the car in your own state. Each state has its own rules and deadlines. Call your home state’s motor vehicle office before you buy. Ask three questions:
- What papers do I need from a Texas dealer?
- How many days do I have to register?
- Do I need an inspection or emissions test there?
Bring the title paperwork, the bill of sale, and the odometer statement home. Keep copies of everything.
Sales tax
Taxes get tricky across state lines. Your home state may charge its own tax when you register. Texas has its own rules for when it collects tax on a sale. Ask the dealer how tax will be handled before you sign. Get the answer in writing on the buyer’s order.
Texas Out-of-State Buyer Plate: How Long It Lasts
If you live in another state, a Texas dealer gives you a green Out-of-State Buyer metal plate at the sale instead of the old paper buyer tag. TxDMV says the plate expires 60 days after it is issued and has to be mounted on the rear of the car, not taped in the window. Use those 60 days to title and register the car in your home state, and call your home DMV before you buy to ask which papers it needs from a Texas dealer.
If You Just Moved to Texas
Welcome. You can buy a car right away with your old license. But you have two deadlines to watch.
- Driver license: TxDMV says new residents must get a Texas driver license from DPS within 90 days of moving.
- Vehicle registration: If you bring a car with you, you have 30 days from your move to register it in Texas.
If you buy a car in Texas, the dealer files the title in your name. You’ll need a Texas address for that. Bring proof of your new address, such as a lease or a utility bill.

The new resident tax
There’s one more thing new Texans should know. The Texas Comptroller says a car you already owned and registered in another state can pay a $90 new resident tax. That’s instead of the full 6.25% sales tax. It only applies to a car you bring with you. A car you buy here pays the normal tax.
What to Bring to the Dealership
Here’s a short checklist for any buyer with an out-of-state license:
- Your valid driver’s license. It must not be expired.
- Proof of insurance. Call your agent and add the new car before pickup.
- Proof of address. Use your home state address, or your new Texas address if you’ve moved.
- Your payment plan. Bring a pre-approval letter if you’re using a bank or credit union.
- Trade-in title. If you’re trading a car, bring its title or loan details.

Financing With an Out-of-State License
You can often finance with an out-of-state license. Lenders care most about your income, credit, and address. Some lenders only work in certain states. That can narrow your choices if you live far away.
If you plan to finance, ask your bank or credit union first. A pre-approval tells you your budget before you shop. You can also learn about used car financing in League City. No lender can promise approval before they review your application.
Emissions Tests Can Matter
Texas still requires emissions tests in 17 counties, including Galveston and Harris. If you live out of state, Texas rules on that may not apply to you. Your home state may have its own test.
If you live in Texas now, the rules apply based on where you register. Our guide on whether you need a state inspection to buy a used car in Texas explains the details.
Check the Car Before You Travel
Buying from far away means you can’t easily come back. So do your homework first.
- Get the VIN. Run it through a title check. TxDMV points buyers to approved NMVTIS report providers. Our guide to vehicle history options covers more choices.
- Read the Buyers Guide. The FTC requires dealers to post one on every used car. It says whether the car has a warranty or is sold “as is.”
- Ask for photos and a video. Ask about tires, brakes, and any warning lights.
- Plan an independent inspection. The FTC suggests having an independent mechanic check any used car before you buy.
Many used cars in Texas are sold as is. Learn what that means in our guide to buying a used car as is in Texas.
